Alignment of Red Cattle Herd Decline with Deputy Director’s Policy of Harmonious Coexistence

Dear AFCD,

Under the Code on Access to Information, I am requesting clarification on the alignment between the Deputy Director of the AFCD's stated policy of “harmonious coexistence” with the red cattle herds in South Lantau and the apparent managed eradication of these herds.

As publicly stated by the Deputy Director of AFCD, the department’s goal is to support “harmonious coexistence” with the red cattle. However, AFCD has also confirmed that there have been no new births in over seven years confirming the herds are on track to die out naturally.

In this context, I am requesting:

An explanation of how the absence of breeding and the projected extinction of the herds is consistent with the Deputy Director’s stated policy;

Any internal documents or assessments that demonstrate how this outcome supports or aligns with Deputy Director's stated long-term objectives for cattle management in South Lantau.
