Dear Drainage Services Department,
I am a student at the University of Hong Kong working on a course project (ENVS3004) on urban flooding in the Lung Cheung Road area of Wong Tai Sin. Under the Code on Access to Information, I would like to request the following information, in electronic format if possible:
-The design flood protection standard (return period) adopted for the underground stormwater storage tank at Morse Park and the associated stormwater drains under PWP No. 4176CD.
-The Drainage Impact Assessment and the Drainage Catchment and Network Plan submitted with planning application No. A/K8/53 (Town Planning Board, 2023), or the equivalent documents showing the catchment boundary and drainage network for the project.
-The record of flooding reports received by the DSD at Lung Cheung Road, Shatin Pass Road, Fung Mo Street and Wong Tai Sin Road from 2008 to 2025, including dates, locations and water depth if available, and the identified cause of each case where recorded.
If any part of this request cannot be provided, I would be grateful if the remaining parts could still be released.
Yours faithfully,
Tom Charlet-Caumont

The DSD has been striving to reduce
the flood risk of various districts
through implementation of
flood-control infrastructure
projects. With years of efforts,
the overall flooding condition of
Hong Kong under heavy rainstorms was
improved significantly.
Nevertheless, torrential rainstorms
still caused flooding in some areas
of the territory and various factors
including blockages at drainage
inlets or local drainage networks
(such as roadside gullies) can cause
flooding during heavy rainstorms.
3. Thank you.
