Request for Information under the Code on Access to Information – "Little Grape" Procurement, Production Costs & ISD Involvement (June 2020 – Dec 2025)
Dear Hong Kong Police Force Administration Wing,
Under the Code on Access to Information, I am writing to request official records regarding the procurement, production expenditure, and central agency involvement for the public education mascot "Little Grape" (提子) from June 2020 to December 2025.
Specifically, please provide information on the following three items:
1. ISD Involvement vs. External Outsourcing: Details on whether the original character design, visual assets, and physical puppets/mascot suits of "Little Grape" were produced in-house by the Information Services Department (ISD) or outsourced to external contractors (including total contract values if outsourced).
2. Procurement & Tender Specifications: Copies of official tender notices, tender invitation documents, or contract specification schedules issued by the Hong Kong Police Force (or agencies acting on its behalf) for the manufacturing and production of "Little Grape" physical merchandise, picture books, costumes, and promotional materials.
3. Cost & Expenditure Breakdown: Recorded annual breakdown of expenditure on (i) initial character design and visual asset creation, (ii) manufacturing and procurement costs for physical puppets, mascot suits, and printed souvenirs, and (iii) public media buying and social media promotions specifically featuring "Little Grape".

Information (the Code) regarding your enquiry on the ‘Little Grape’
procurement, production costs and ISD involvement (June 2020 – December
2025). Please find our reply as follows:-
Reply to Question 1 – ISD Involvement vs. External Outsourcing
‘Little Grape’ is owned by the Hong Kong Police Force (HKPF) and was
created and is managed by the Public Relations Wing, with the aim to
strengthen publicity and education efforts to raise the public’s
anti-deception awareness.
Reply to Questions 2 & 3 – Procurement & Tender Specifications and Cost &
Expenditure Breakdown
In accordance with paragraph 2.9(a) of the Code, operational costs,
procurement and tender specifications are exempt from disclosure where
releasing such information could harm or prejudice negotiations,
commercial or contractual activities by a department. As disclosure of
the aforementioned information may compromise fairness to potential
vendors and affect future commercial negotiations and competitive position
of the department, the information is therefore withheld under paragraph
2.9(a).
If you believe that HKPF has failed to comply with any provision of the
Code, you may request us to review the situation or lodge a complaint to
the Ombudsman. The Ombudsman’s address is:-
