Request for Information under the Code on Access to Information - Tender Documents and Contract Specifications for "Big Waster" Agency Services
Dear Environmental Protection Department,
Under the Code on Access to Information, I would like to request procurement records and service contract specifications concerning the external management of "Big Waster" (大嘥鬼) digital marketing campaigns.
1. Please provide copies of the tender documents, tender briefs or Invitation to Tender (ITT) specifications issued by EPD (or by a procurement agent acting on its behalf) for the social-media-management and public-relations services featuring Big Waster in the most recent procurement cycle. If part of a contract contains commercially sensitive information, please redact only those parts and release the remaining tender specification schedules and KPI clauses.
2. Please state the specific Key Performance Indicators, required deliverables or evaluation benchmarks stipulated in those tender documents or contracts, making clear whether they measured engagement (likes, reach, follower counts) or a change in food-waste behaviour.
3.Has any survey or impact report measured food-waste behaviour attributable to Big Waster specifically (rather than to the Food Wise campaign as a whole), and if so, what did it measure, against which baseline, and when was it completed? If no such report exists, please confirm that none has ever been produced.
Thank you for your assistance. I look forward to your response within the standard timeframe.
Yours faithfully,
Luo Ki Lucia

The relevant key performance indicators and required deliverables can be
found in Section 3 of the Services Specifications of the above attachment.

Reply:
Since its launch in 2013, the Food Wise Hong Kong Campaign (the Campaign)
promotes a “food wise and waste less” culture, and instill behavioral
changes in the community to avoid and reduce the generation of food waste
at source through various schemes and activities. The Campaign’s mascot,
Big Waster has been deeply rooted in the public consciousness and it has
become the Environment and Ecology Bureau's ambassador to promote various
environmental initiatives in Hong Kong. There is no survey report on food
waste behavioral changes attributable to Big Waster.
