Fire Services Department

Dear Wendy,

Please find our reply as follows -

1. KPI Evaluation & Target Impact: The specific Key Performance Indicators
(KPIs) and target impact defined for "Anyone" campaigns—including social
media evaluation metrics (e.g., target reach, views, engagement rates) and
whether targets were set for converting public engagement into course
registrations.

Re Q1:

FSD has not established specific KPIs or impact metrics exclusively for
“Anyone”.  Instead, the character is integrated as a public education
image across existing FSD channels, such as posters, souvenirs, social
media, and open days.

2. Behavioral Impact & Course Statistics: Annual enrollment and completion
figures for the "Press to shock – Save a life" CPR/AED course from 2018 to
present, alongside copies of any formal evaluation reports or surveys
conducted to quantify changes in public willingness or actual bystander
CPR/AED intervention rates attributable to "Anyone".

Re Q2:

FSD does not track separate statistics on materials produced, activities
conducted, or behavioural changes attributable to the character.
Conceived internally, “Anyone” promotes the core message that anyone can
save lives, encouraging public awareness of self-help and mutual rescue
under safe conditions.

3. Budget Ceilings: The annual budget ceiling or financial allocation
specifically reserved for "Anyone" brand maintenance, promotional events,
and related educational materials for the current and previous two
financial years.

Re Q3:

Since its design, publicity, and operation rely entirely on existing
internal resources, the initiative incurs no additional manpower or
financial costs.  Therefore, FSD does not maintain a separate breakdown of
expenditures or allocate dedicated annual budgets for the maintenance and
promotion of the “Anyone” brand.

Best regards,
