SWD CSA Data 2023 & 2024 (b)

We're waiting for Taura Edgar to read a recent response and update the status.

Dear Social Welfare Department,

Thank you for your annual CPR reports. Can you please help provide some breakdowns of the data for 2023 and 2024 separately:

(1) Number of Child Protection Case (CPC) by Type of Sexual Abuse
(2) Number of Sexual Abuse Cases by Nature of the Incident e.g.
a. Established child abuse case
b. At risk of child abuse
c. Potentially at risk of child abuse
d. Suspected victim of child abuse
(3) Risk Factors Relating to Child/Children listed for No. of Newly Registered Sexual Abuse Cases with the Risk Factor
(4) Risk Factors Relating to Perpetrator(s) listed for No. of Newly Registered Sexual Abuse Cases with the Risk Factor
(5) Risk Factors Relating to Environmental or Social Circumstances listed for No. of Newly Registered Sexual Abuse Cases with the Risk Factor
(6) Risk Factors Relating to Precipitating Incident listed for No. of Newly Registered Sexual Abuse Cases with the Risk Factor
(7) The number of referrals made by the Social Welfare Department (SWD) for those NRCs that were substantiated and to whom the referral was made (for example, if a referral was made to the Hong Kong Police Force, Hospital Authority and/or another department within the SWD).
(8) Consultations at FCPSU:
a. Number of (anonymous) consultations held with FCPSU units related to suspected matters of child sexual abuse.
b. Number of (anonymous) consultations held with FCPSU units that resulted in no report being made on suspected child sexual abuse cases, for any reason.
c. Number of (anonymous) consultations held with FCPSU units that resulted in supportive measures for the child, in suspected child sexual abuse cases, without reporting and registering as case.
d. Number of child protection investigations conducted by FCPSU social workers which included potential child sexual abuse.
e. Number of multi-disciplinary case conferences FCPSU took part in organised which included potential child sexual abuse.
f. Number of referrals to Social Welfare Department Clinical Psychological Services for victim support with potential and/or confirmed child sexual abuse cases.

Child Protection Registry are not yet available.  We do not have the
breakdown of the aforesaid information requested under your item (3) to
item (8), including those under different legal provisions.  The
information of 2023 on items (1) and (2) concerning the number of child
protection cases by type of sexual abuse and by nature of the incident is
attached for your reference.
