Data Request: EHSS Withdrawals, CPO Telemetry, API Provisions (EV-BOY), Database Systems, and Financial Data
Dear Environmental Protection Department,
We are students from Hong Kong Baptist University (HKBU) taking the course GCAP3226: Empowering Citizens through Data: Participatory Policy Analysis for Hong Kong. As part of our coursework, we are requesting the following data records under the Code on Access to Information:
1. API Provision for Third-Party Apps (e.g., EV-BOY):
- Does the EPD or data.gov.hk provide official real-time availability APIs or direct data feeds to third-party charging apps such as EV-BOY?
- If yes, what are the technical frameworks? If no, are there policy guidelines requiring subsidized Charge-Point Operators (CPOs) to provide open, machine-readable APIs?
2. EHSS Withdrawal Data:
- The specific names and district locations of the 28 housing estates (representing ~5,000 parking spaces) that withdrew from the EV Charging-at-Home Subsidy Scheme (EHSS), as referenced in LegCo Paper EEB(E)088.
- The recorded reasons or categories for their withdrawal, along with overall statistics of total EHSS applications received versus approved cases.
3. Private CPO Financial and Licensing Parameters:
- Data regarding standard tendering costs, license fees, operational agreement costs, or land premium considerations required for private CPOs operating on government properties or under subsidized schemes.
4. Operational Usage and Power Telemetry:
- Hour-by-hour session counts, hourly utilization rates (specifically for peak periods like 6:00 PM – 9:00 PM), and rated power output specifications (kW per charger type) for public chargers in government car parks for September 2026.
5. Database Systems and Storage Infrastructure:
- What database management systems or platforms are used by the Department to store and manage EHSS application/withdrawal records and CPO operational/telemetry data?
If any portion of this request incurs processing fees, please advise us of the estimated cost beforehand. Thank you very much for your time and assistance.
Yours faithfully,
Ting Hoi Lam

Dear Ting Hoi Lam,
We have received your request for EV Charging Infrastructure, EV-charging
at Home Subsidy Scheme, Charge-Point Operators Data, and Related
Operational Records dated 12 October 2026 through the Code on Access to
Information. Please find our reply as below. Thank you
1. API Provision for Third-Party Apps (e.g., EV-BOY):
- Does the EPD or data.gov.hk provide official real-time availability
APIs or direct data feeds to third-party charging apps such as EV-BOY?
- If yes, what are the technical frameworks? If no, are there policy
guidelines requiring subsidized Charge-Point Operators (CPOs) to provide
open, machine-readable APIs?
5. Database Systems and Storage Infrastructure:
- What database management systems or platforms are used by the
Department to store and manage EHSS application/withdrawal records and CPO
operational/telemetry data?
The Environmental Protection Department (EPD) does not provide direct data
feeds or dedicated real-time Application Programming Interfaces (APIs) to
other third-party charging applications. On the other hand, the public can
access electric vehicle (EV) charger data via the Common Spatial Data
Infrastructure (CSDI) Portal. The relevant dataset can be accessed
directly through the link below:
[1]https://data.gov.hk/en-data/dataset/hk-e...
The EPD launched the "EV-Charging Easy" mobile application in 2022 to
assist EV drivers in locating available chargers. To enhance overall
coverage and user convenience, the application underwent an upgrade in
2024, incorporating information on non-government operated public
chargers. From late 2025, the "EV-Charging Easy" has been integrated with
Transport Department’s HKeMobility mobile application to provide one-stop
information. The general public can obtain information on public chargers
to conveniently enquire the usable charging facilities through the
HKeMobility mobile application.
For EV chargers funded under the Fast Charger Incentive Scheme (FCIS),
information related to the relevant fees of charging services as well as
real-time charger availability of the fast chargers is required to be
provided to the government-designated mobile applications, including the
Transport Department’s HKeMobility.
The EHSS application and withdrawal records are stored in encrypted
servers with appropriate security measures in place to ensure data
protection and controlled access.
2. EHSS Withdrawal Data:
- The specific names and district locations of the 28 housing estates
(representing ~5,000 parking spaces) that withdrew from the EV
Charging-at-Home Subsidy Scheme (EHSS), as referenced in LegCo Paper
EEB(E)088.
- The recorded reasons or categories for their withdrawal, along with
overall statistics of total EHSS applications received versus approved
cases.
List of withdrawal EHSS applications:
[See attachment "list of 28 withdrawn cases under the EHSS.pdf"]
3. Private CPO Financial and Licensing Parameters:
- Data regarding standard tendering costs, license fees, operational
agreement costs, or land premium considerations required for private CPOs
operating on government properties or under subsidized schemes.
For public charging service under EPD’s two revenue contracts, the
operators are required to bear all the expenditures incurred in repair,
maintenance and operation of EV charging services. According to their
respective bidding results, the operators are also required to pay a
monthly licence fee of HK$360,000 and HK$215,000, respectively. For
details, please refer to the following links:

Fee-paying Charging Service in Government Carparks (Batch 1) |
Environmental Protection Department
[3]A Licence to Operate Government-owned Electric Vehicle Chargers for
Fee-paying Charging Service in Government Carparks (Batch 2) |
Environmental Protection Department
4. Operational Usage and Power Telemetry:
- Hour-by-hour session counts, hourly utilization rates (specifically
for peak periods like 6:00 PM – 9:00 PM), and rated power output
specifications (kW per charger type) for public chargers in government car
parks for September 2026.
As at December 2025, the EPD has implemented fee-paying charging services
at 74 government car parks (with about 1 600 chargers) under the principle
of marketisation with charging fees set at market rates based on energy
consumption. Based on the data provided by the charging service operators,
as at December 2025, the utilisation rate of the chargers at government
car parks varied among different districts. Overall speaking, their
average utilisation rate (calculated on the basis of 24 hours per day) was
approximately 12%.
