Dear Sir/Madam,
Thank you for your email dated 4 October 2026. After consulting the
relevant subject divisions and further to our interim reply dated 13
October 2026, please find our reply below –
(1), (2) & (3) Number of Attendees of the Joint Recruitment Examination
(JRE), Minimum Score for Administrative Officer (AO) and Executive Officer
II (EO II) Applicant to be Invited to the Next Stage of the Selection
Process, Passing Mark of each JRE Question, and JRE Score Distribution
The requested information of JRE are tabulated as follows:
2022 2023 2024 2025
No. of attendees around 8 100 around 12 700 around 12 400 around 12 400
The JRE aims to assess applicants' analytical and written communication
abilities. Candidates must attain at least a pass result in the JRE (i.e.
160 marks or above) to be considered for the next stage of selection. For
AO candidates, they must attain at least a pass result in the preliminary
interview (i.e. 50 marks or above) to be considered for the final round
interview. It should nevertheless be noted that whether an applicant is
invited to the next stage of selection in a particular recruitment
exercise depends on a number of factors, including but not limited to the
recruitment target for that year, the number of candidates to be
interviewed and performance of candidates in each stage of the selection
process. Different recruiting grades make arrangements according to their
own circumstances. Furthermore, recruiting grades will from time to time
review the selection process and the corresponding assessment criteria to
ensure that applicants’ abilities and suitability for the posts concerned
can be assessed in a fair, accurate and effective manner.
Meanwhile, pursuant to paragraph 2.11 of the Code on Access to
Information, we are unable to disclose details on the JRE grading process,
as such disclosure would undermine the effectiveness of the assessment and
could lead to a risk that the candidates might drill themselves for JRE,
resulting in examination outcomes that reflect nothing but a display of
the rehearsed skills of the candidates. We also regret to inform you that
we are unable to accede to your request for the JRE score distribution, as
such disclosure alone, without the relevant details of the grading
process, may give rise to unnecessary misunderstanding and in turn,
adversely affect the overall recruitment process. Overall speaking, any
such disclosure would affect appointment decisions based on candidates’
genuine qualities, thereby causing harm or prejudice to the management of
the public service.
If considered necessary, you may request this Bureau to review the
decision by writing to us. Alternatively, you may lodge a complaint with
The Ombudsman at the following address:
Office of The Ombudsman, Hong Kong
30/F, China Merchants Tower, Shun Tak Centre,
168-200 Connaught Road Central, Hong Kong.

Procedures for Personal Data Access Requests and Number of Requests for
Access to JRE Scores
Data access request (DAR) in relation to JRE can be made on a request form
and addressed to the Personal Data Privacy Officer of Civil Service Bureau
by mail, fax or email as well as e-submission via GovHK. Please refer to
the relevant CSB webpage
([1]https://www.csb.gov.hk/english/otherinfo...) for the
procedures.
On average, we handled around 1 300 data access requests which were
related to the JRE and the AO and/or EO II recruitment each year over the
past five years. Applicants requested for different kinds of data in
relation to their applications for the two posts, e.g. JRE scores and/or
interview assessment forms. We do not keep further breakdown of these
requests and therefore could not provide you with the specific number of
requests for access to JRE scores.
AO Appointees who were Fresh Graduates
In 2025-26 AO Recruitment Exercise, about 30% of the appointees were fresh
graduates.
Yours sincerely,

to the above statistics, I would also like to ask:
Procedure for Individual Score Inquiry: What is the official procedure for
candidates to request and obtain their personal detailed scores for the
JRE papers?
Number of Score Requests: How many candidates submit requests to
access/view their JRE test scores each year?
AO Appointments for Fresh Graduates: How many fresh graduates
(undergraduate/postgraduate students appointed upon or before graduation)
are appointed as Administrative Officers (AO) each year, and what
proportion of total appointed AOs do they represent?
Thank you for your time and assistance in facilitating public
